 Regular Meeting

Platte County, Wyoming

Present: Mayor Paustian, CM Augustyn, CM Delgado, CM Harris, CM Kelley.

Registered Guests:  R. Martinez, A. Pulos, P. Wells, S. Reichert, T. Reichert, J. Michaels, and L. Ibarra.

Call to Order: Mayor Paustian called the meeting to order at 6:00 pm. He welcomed and thanked the assembly for attending.  All joined in the Pledge of Allegiance.

Agenda: CM Kelley motioned to approve the agenda. CM Harris seconded. The motion carried 5-0.

Minutes: CM Harris moved to approve the minutes for February 1, 2022. CM Kelley seconded. The motion carried 5-0. 

Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims in the amount of $167,032.48 for the period of 02/02/22 – 02/15/22. CM Delgado seconded. The motion carried 5-0. Community/Organization Reports: S. Reichert reported on upcoming Chamber and Lodging Tax Board events. Phillip Ellis from Chugwater has been appointed to the Lodging Tax Board filling the final vacant seat. T. Reichert reported that his shop class and Skills USA will be applying for a Harbor Freights grant. Students met to determine possible projects to address town needs. Reichert asked if the council would be willing to meet with students to discuss town considerations for project management. Reichert also inquired about the Town assisting with funding that exceeds grant awards.  L. Ibarra gave an overview of the recent Planning and Zoning meeting and requested a workshop with the Council to discuss building and zoning permit language and processes.

Department Reports: No department reports. 

Maturing CDs:  P. Hebbert presented options for action on two CDs maturing February 21st at Banner Capital Bank as well as for a CD that had matured January 4th.  CM Delgado motioned to enroll all three CDs in a “Step Up” CD option available at Banner Capital. CM Harris seconded.  The motion carried 5-0.

Public Comment: A local resident addressed the Council and inquired about a number of issues including the library door repair, where to find a copy of the Town budget, and the proximity locations of Town Hall with the food pantry and police department.  J. Michaels reiterated that the Guernsey-Sunrise student council is preparing time capsules that will need to be incorporated into the plans for the cemetery entrance.  L. Ibarra expressed continued concern about police department response to suspicious activity in the northwest part of town.  J. Holtz spoke in support of police department response.

Mayor and Council Report: CM Augustyn reported that he and T. Reichert have been working to further develop previous plans for a dog park and presented considerations for east versus westside locations.  CM Delgado inquired about the status of the ambulance contract. Mayor Paustian reported he is working to get back in touch with Banner after their meeting in Denver.  CM Delgado also expressed frustration with the delay of the library door repair.  Mayor Paustian reported the hire of Scott White and Wes Sterner as Public Works Maintenance employees. The Golf Course Manager position is being advertised through February 22nd and the job description for Utility clerk is being finalized for posting.  

Executive Session: At 7:10 pm CM Augustyn moved that the council adjourn to an executive session on personnel. CM Harris seconded. The motion carried 5-0. 

Regular Meeting Resumed:  The council convened to regular session at 7:34 pm with no decisions made. 

Adjournment: With no further business, CM Delgado moved that the meeting be adjourned, seconded by CM Augustyn. The motion carried 5-0. The meeting adjourned at 7:35 pm.
