Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Harris moved to approve the agenda as presented, seconded by CM Kelley. A vote was taken, and the motion carried with 4 ayes.
Minutes: CM Kelley moved to approve the regular minutes for December 15, 2020, as presented, seconded by CM Harris. A vote was taken, and the motion carried with 4 ayes.

Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims for $88,092.55 seconded by CM Kelley. A vote was taken, and the motion carried with 4 ayes. Oath of Office – James “Derek” Chavez, Dale Harris, & Edward Delgado: Mayor Paustian swore James “Derek” Chavez in as a Guernsey Police Officer. Mayor Paustian swore in Dale Harris as a Council Member. Mayor Paustian swore in Edward Delgado as a Council Member.
Pro Tem Appointment – Kellie Augustyn: Mayor Paustian said he has been very happy with CM Harris as Pro Tem and is appointing Kellie Augustyn as Pro Tem to the Mayor.
Resolution 2021-001 – Bank Designation: CM Augustyn moved to approve resolution 2021-001 Bank designation, seconded by CM Kelley. A vote was taken and the motion carried with 5 ayes.
Resolution 2021-002 – Newspaper Designation: CM Harris moved to approve resolution 2021-002 Newspaper Designation, seconded by CM Delgado. A vote was taken and the motion carried with 5 ayes.
Resolution 2021-003 – Signatories at First State Bank: CM Kelley moved to approve resolution 2021-004 Signatories at First State Bank, seconded by CM Augustyn. A vote was taken and the motion carried with 5 ayes.
Resolution 2021-004 – Signatories at Banner Capital Bank: CM Delgado moved to approve resolution 2021-004 Signatories at Banner Capital Bank, seconded by CM Augustyn. A vote was taken and the motion carried with 5 ayes.
Liquor License Renewals – JW Perks, DBA Ben’s Bar: CM Kelley moved to approve JW Perks, DBA Ben’s Bar renewal liquor license for 2021, seconded by CM Delgado. A vote was taken and the motion carried with 5 ayes.
Kelley’s Bar: CM Harris moved to approve Kelley’s Bar renewal liquor license for 2021, seconded by CM Augustyn. A vote was taken and the motion carried with 5 ayes.
Karen Geuke, DBA Crazy Tony’s Bar: CM Augustyn moved to approve Karen Geuke, DBA Crazy Tony’s Bar renewal liquor license for 2021, seconded by CM Harris. A vote was taken and the motion carried with 5 ayes.
Lake Guernsey Post 4471: CM Delgado moved to approve Lake Guernsey Post 4471 renewal liquor license for 2021, seconded by CM Augustyn. A vote was taken and the motion carried with 5 ayes.
Register Cliff Pharmacy Inc, DBA Twisters: CM Kelley moved to approve Register Cliff Pharmacy Inc, DBA Twisters renewal liquor license for 2021, seconded by CM Harris. A vote was taken and the motion carried with 5 ayes.
Public Comment: CJ McCabe in Banner Capital Bank President. From the area and thanks, the council for their business.
Department Reports: Kate Farmer let the council know that the reconciliation report is in their packet and the financial statement for the 6-month end of the fiscal year is included as well. Chief Smith asked the council if he could send two officers to training in South Dakota on January 20, 2021. The class is free of charge, the town will have to pay for fuel and meals. CM Delgado moved to allow the 2 officers to attend the classes in South Dakota in January seconded by CM Kelley. A vote was taken and the motion carried with 5 ayes. Joe Michaels said WPMA has entered into an agreement with Basin Electric to be a member and they are working through the regulatory issues to complete the process. This should help stabilize rates for the next 10 years.
Mayor and Council Report: CM Augustyn said congratulation to Ed, Disco, and Derek. He has been working with Chuck and Doug Frederick to enhance the river area. Dave Cole has agreed to haul the materials to the Register Cliff landing on Frederick’s property. Mayor Paustian said it is a great project that has support and volunteers. CM Delgado thanked the town and council for electing him again. He is looking forward to working with the Police Officers, Kate Farmer, and the Council. Mayor Paustian thanked CM Whitworth for his time on the council. He was always helping in the community to raise money for food at the school, the Guernsey Community Food Pantry and he is a great supporter of this community.

Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Kelley moved to adjourn the meeting at 6:27 pm, seconded by CM Harris. A vote was taken, and the motion carried with 5 ayes.
