Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Kelley moved to approve the agenda as presented, seconded by CM Harris. A vote was taken, and the motion carried with 4 ayes.

Minutes: CM Augustyn moved to approve the regular minutes for September 15, 2020, as presented, seconded by CM Kelley. A vote was taken, and the motion carried with 4 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims for $175,991.14, seconded by CM Kelley. A vote was taken, and the motion carried with 5 ayes. Ordinance 2020-006 – Bulk Water Rates: CM Kelley moved to approve Ordinance 2020-006 Bulk Water Rates on second reading, seconded by CM Augustyn. Vote take and motion carried with 4 ayes. The ordinance follows in title only: AN ORDINANCE OF THE TOWN OF GUERNSEY, WYOMING AMENDING BULK WATER RATES ORDINANCE 08-11-001
Twister’s Restaurant Liquor License Transfer: CM Harris moved to approve the Twister’s Restaurant Liquor License Transfer to Register Cliff Pharmacy, seconded by CM Augustyn. Vote taken and motion carried with 4 ayes.
Attorney Agreement: Kate presented the Attorney contract with Eric and Frank Jones to represent the Town of Guernsey. CM Augustyn moved to approve the contract with the Jones’ for attorney services, seconded by CM Kelley. Vote taken and motion carried with 4 ayes.
Camp Guernsey Back Brief: Kate reported that the camp is very happy with the Camp Guernsey Connector. There will be a ribbon cutting for the opening of the Camp Guernsey Connector on October 22nd at 9:30 am and the Community Advisory Panel will be at 1 pm on the 22nd as well.
Public Comment: Pat Russell let the council know that they will have a mobile pantry on October 24th from 11 am to 4 pm. Donations will be handed out between 1 pm to 3 pm. She is very happy with the location of the food pantry. It will be in the Town Hall shop and triple the size of their current location. She has contacted commissioners with Wild Game Tags, other people to donate, and do in-kind work to help raise funds for the renovation. She is in the process of forming a 501c3 and she needs a board to oversee the Food Pantry prior to getting her 501c3 paperwork completed. Joe Michaels said good work to the Public Works Department for getting the water back on. It would have been nice to have a call saying the water was going to be out during the dinner hour. Mayor Paustian said that the Town’s Billing Clerk made calls to as many citizens as she could. Craig Frederick said thank you for approving the liquor license for Twister’s. They will only be serving beer and wine from here on out as they are currently too busy to do mixed drinks.
Department Reports: Joe Michaels reported that WMPA had their annual meeting and everything is status quo. Because of the limited space on the grid at times, they are trying to get people to move their demand peak times to an off-peak time. Chief Smith reported they are still waiting on the County Attorney to approve the evidence destruction list. They have increased patrol around town for destruction of property. He thanked the council and community for their support of Dunk-a-Cop that goes to Shop with a Cop. They will let Ms. Sisson know the amount they collected and children from our school system will be able to purchase a gift with the funds.  
Mayor and Council Report: Mayor Paustian wants to see how the Camp Guernsey Connector culvert handles water runoff from the railroad. WYDOT said it is good and should handle the water that runs off. The food pantry will be in the Town Hall shop after the renovations have been completed. Mayor Paustian is very proud of Pat and all the volunteers that make the food pantry successful. We have been trying to get flashing yield signs at our crosswalks on Hwy 26. They have said we do not have enough traffic to warrant a pedestrian crosswalk sign.

Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Augustyn moved to adjourn the meeting at 6:31 pm, seconded by CM Harris. A vote was taken, and the motion carried with 4 ayes.
