Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.

Agenda: CM Kelley moved to approve the agenda as presented, seconded by CM Harris. A vote was taken, and the motion carried with 5 ayes.
Minutes: CM Harris moved to approve the regular minutes for September 1, 2020, as presented, seconded by CM Whitworth. A vote was taken, and the motion carried with 5 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Whitworth moved to approve the Considerations of Claims for $268,610.11, seconded by CM Augustyn. A vote was taken, and the motion carried with 5 ayes. Oath of Office – Police Officer: Mayor Paustian swore in Officer Michael Brown and welcomed him to the team.
Ordinance 2020-006 – Bulk Water Rates: CM Kelley moved to approve Ordinance 2020-006 Bulk Water Rates on first reading, seconded by CM Augustyn. Vote take and motion carried with 5 ayes. The ordinance follows in title only: AN ORDINANCE OF THE TOWN OF GUERNSEY, WYOMING AMENDING BULK WATER RATES ORDINANCE 08-11-001
Planning & Zoning – Lori Ibarra: CM Harris moved to appoint Lori Ibarra to the Planning and Zoning Board, seconded by CM Whitworth. The vote was taken and the motion carried with 5 ayes.
Public Comment: Pat Russell handed out an information flyer about what the food pantry needs are. She is here today to ask for help. The food pantry is out of space and they are taking on more food to distribute to the community. They are distributing 6500 lbs that are up from 1250 lbs before the pandemic and economic crisis. They are out of space and it is almost impossible to work within the space. Handicap accessibility is an issue, they have it but it is not very accessible to people with disabilities or the elderly. She has listed out what they would need in a new space. They could use triple the size of what they currently have. 52,500 lbs of food from the Food Bank of the Rockies have been purchased thus far. The current space is tough on Pat, her volunteers, and her clients. We can look at grants that would address the space issue in the future. They currently do not pay anything for their space or utilities.
Department Reports: Kate informed the Council that the audit is going well, she had included August’s bank reconciliation report in their packet and that the administrative staff has some online training coming up. Mike Montgomery said that everything is going well for public works. They have been installing customer water and sewer taps when the weather cooperates. Matt said that the Family Dollar construction is moving along. They are having some issues with the entrance and exit to the parking lot but they will get it worked out. CM Augustyn moved to make an exception for the 5-year-old mobile home upgrade ordinance, seconded by CM Kelley. The vote was taken and the motion carried with 5 ayes.
Mayor and Council Report: Mayor Paustian stated that the Platte County Chamber of Commerce held their first golf tournament. It went well and everyone was happy with how it was run. Shawna Reichert and her crew did an amazing job. He had some nurses come to him that would like to help with reestablishing the EMS crew in Guernsey.

Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Whitworth moved to adjourn the meeting at 6:1 pm, seconded by CM Harris. A vote was taken, and the motion carried with 5 ayes.
