Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.

Agenda: CM Kelley moved to approve the agenda as presented, seconded by CM Harris. A vote was taken, and the motion carried with 5 ayes.

Minutes: CM Harris moved to approve the regular minutes for August 18, 2020 as presented, seconded by CM Kelley. A vote was taken, and the motion carried with 5 ayes. 

Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims for $104,175.34, seconded by CM Whitworth. A vote was taken, and the motion carried with 5 ayes. Proclamation: Mayor Paustian Proclaimed September 2020 as Hunger Action Month.  Samantha Maxwell with the Food Bank of the Rockies thanked the Town of Guernsey for proclaiming September 2020 as Hunger Action Month. For September we encourage that you direct anyone who needs resources to the Guernsey Food Bank. The Council thanked Samantha for her hard work. 

Resolution 2020-009 – Capital Facilities CD First State Bank: CM Kelley moved to approve resolution 2020-009 Capital Facilities CD at First State Bank, seconded by CM Augustyn. Vote take and motion carried with 5 ayes. Resolution follows in title only: A RESOLUTION RENEWING A TOWN OF GUERNSEY CERTIFICATE OF DEPOSIT WITH FIRST STATE BANK IN GUERNSEY, WYOMING.

Public Comment: Rose Martinez said that she could not get in at the August 18th Council meeting. She said that another Town does a lottery to allow a fair chance to get in the meetings. She said it is not a problem tonight but could be useful in the future. Don Estep introduced himself and said that he lives in the Mergenthal Development. Jon Mergenthal made mention that the town takes care of the alleys. Kate Farmer let Don know that residents own to the middle of the alley and it is their responsibility to take care of it. Rose Martinez said that the lawn is dead north of the Visitor Center and south of the Gun Shop. Kate said she will get a work order in to have that taken care of as well as the dead tree. 

Department Reports: Jeff Thomas said that they are putting the grass truck back together and have created a fire boat after Gray Rocks had a boat fire that could not be reached. There was a call 2 weeks ago for the ambulance and they were in Wheatland when the call came out. Call came out at 12:45 pm, Officer Glover responded within a minute and called for medics. Jeff and Shenna responded within 2 minutes and did CPR for 35 minutes on the patient. Ambulance arrived at approximately 1:15 pm. Jeff and Shenna responded to another call of an unconscious individual in front of Ben’s Bar directly following the previous call and had everything wrapped up prior to the ambulance arriving. The Ambulance Community Meeting will be on September 22, 2020 at 6 pm at Gordon Davis Park. Kate will get advertising put out to try to encourage as many community members to attend as possible.

Mayor and Council Report: Mayor Paustian let the audience know that Emigrant Hill will be temporarily closed from September 18 through 20, 2020. CM Augustyn said they would like to have the recycle center repurposed to hold the Guernsey Food Bank. Mayor Paustain said Chief Smith is doing a great job!

Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Whitworth moved to adjourn the meeting at 6:27 pm, seconded by CM Augustyn. A vote was taken, and the motion carried with 5 ayes.
