Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Kelley moved to approve the agenda as written, seconded by CM Harris. A vote was taken, and the motion carried with 4 ayes.
Minutes: CM Harris moved to approve the regular minutes for December 3, 2019, seconded by CM Kelley. A vote was taken, and the motion carried with 4 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Whitworth moved to approve the Considerations of Claims for $172,248.09, seconded by CM Kelley. A vote was taken, and the motion carried with 4 ayes. Public Comment: Mark Borders with Banner Capital Bank let the council know that the Town could get a high rate money market account at 1.95% with a minimum balance of $150,000.00. Shawna Reichardt, Chamber Director, let the council know they will be closed from December 21st through January 2nd. The Ag Banquet will be February 7th. A casino night is used to raise scholarship money to give to a senior in each town within Platte County. She has the approval to change casino night to a Golf Tournament at the Guernsey Municipal Golf Course. There will be a silent auction and have local chamber members sponsor holes for additional recognition. Council said that she is doing a great job and to keep it up.
Chugwater Street Property: Tabled until the next meeting.
Resolution 2019-012 – WMPA Representative: CM Kelley moved to approve resolution 2019-012 WMPA Representative appointing Joe Michaels, seconded by CM Harris. The vote was taken and the motion carried with 4 ayes.
Department Reports: Fire Chief Thomas said there have been doing a lot of training with the volunteers and they are doing very well. Mike Montgomery said the electrical system is working well and that the outage during the snow storm was from our supplier and not us. The trench has been dug for the new electrical conduit to be laid at the Trail Ruts Golf Course.
Mayor and Council Report: CM Whitworth showed the council and guests the “thank you” he and CM Augustyn received from the school. There was enough money donated to provide the Thanksgiving meal and the Christmas meal and the leftover will go towards the student’s lunches. CM Whitworth, CM Augustyn and Mayor Paustian donated their pay from December to buy kids coats, hats and gloves for the Guernsey Police Departments “Operation Warm Hands”.

Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Harris moved to adjourn the meeting at 6:31 pm, seconded by CM Kelley. A vote was taken, and the motion carried with 4 ayes.
