Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.

Agenda: CM Harris moved to approve the agenda, seconded by CM Whitworth. Vote taken and motion carried with 4 ayes.

Minutes: CM Whitworthmoved to approve the minutes as presented, seconded by CM Harris. Vote taken and motion carried with 4 ayes.

Consideration of Claims: Mayor Delgado presented the vouchers to approval. CMWhitworth moved to approve the Considerations of Claims in the amount of $159,148.37, seconded by CM Martinez. Vote taken and motion carried with 4 ayes. Tri City Proposal to run Swimming Pool: Tri City was handed the RFP and contract to look over that the Town would require to run the Pool. There will be a meeting with Tri City’s board and the Town Council on Friday, March 9, 2018 at 6 pm.

Wyoming Child & Family – Danielle Noggle: Danielle Noggle informed the Council that WCFD will be offering paid pre-school for 3-6-year old’s. It will be on a first come first servebasis for 16 children and run from August 29, 2018 to May 21, 2019. It will be from 8 am to 4 pm Monday through Friday and will cost $500 per month and will be required to pay up front. A full-time teacher position and para position will be opened up as well as a floating para position.

National Service Recognition Day Proclamation: Mayor Delgado proclaimed April 3, 2018 as National Service Recognition Day.

Public Comments: Kit Armour with the PC Chamber of Commerce reported that Casino Night was a huge success raising over $5,000 for the scholarship fund. There will be an adult scholarship that will be awarded as well as the high school scholarships. She handed out the That’s WY flags for the State of Wyoming’s Fly Your WY campaign that starts on March 7th. Kit will be working with Merlin Hit to help facilitate the 6th penny educational portion.

Department Reports: Judge Conner reported 21 cases for February, disposing of 16 and carrying over 5 into March. Total revenue collected was $1,406.00. State Conference is in April 9-11, 2018, Kathy and Judge Conner will be attending it. National Conference is in Williams, Arizona on April 21- 27, 2018 and if his budget allows the Mayor said to go to the conference. Kate Farmer reported that the County Commissioners passed the Specific Purpose Tax resolution and that our Council will have it at the 20th meeting. She submitted a grant to Homeland Security for body cameras for the Guernsey Police Department and is a 100% grant. The RV well at the golf course passed the pump test for the well to be used as the irrigation well. We are working on a grant to drill a new RV well a the golf course. Mayor Delgado said if Economic Development wants to have projects funded through the Town they need to have the funds deposited into the Town’s account so that the Town isn’t having to transfer from the general fund to cover the costs of the construction from the project.

Mayor& Council Reports: The Mayor wanted to send out his thoughts and prayers to Rudy Martinez’s family.

Adjournment: With no further business to come before the Council, Mayor Delgado called for a motion to adjourn. CM Kelley moved to adjourn the meeting at 6:50pm, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
