Regular Meeting

Present: CM Augustyn as Mayor Pro Tem, CM Delgado, CM Harris, CM Kelley.

PT Mayor Augustyn called the meeting to order at 6:00 pm. All joined in the Pledge of Allegiance. PT Mayor Augustyn welcomed and thanked everyone for attending and prefaced meeting etiquette.    

Agenda: CM Harris moved to approve the agenda as written, seconded by CM Kelley. The motion carried with 5 ayes.

Minutes: CM Delgado moved to approve the regular minutes for September 21, 2021, as written, seconded by CM Harris. The motion carried with 4 ayes. 

Consideration of Claims: PT Mayor Augustyn presented the vouchers for approval. CM Delgado moved to approve the Considerations of Claims in the amount of $69,084.39 for the 9/22/21 – 10/05/21 period. Seconded by CM Harris. The motion carried with 4 ayes. Vouchers follow in their entirety:  BDO, $275.00; Border States Industries, $1405.87; Capital Business Systems, $224.84; Charlies’s Repair, $3048.39; Contractors Materials, $59.00; Fast Stop, $302.13; Frank J. Jones, Attorney at Law, $6261.70; GoDaddy, $71.88; Diana Griffith, $32.84; Interstate Energy, $432.00; Pedens, Inc., $36.00; Staples Credit Plan, $8.79; TDS Collection Services, $14,600.95; United States Postal Service, $191.96; Westco, $1535.74; Wheatland Automotive, $146.39; Wyoming Retirement System, $300.00. Total Invoices: $28,933.48. Payroll, $40,150.91. Taxes & Benefits, Pending. TOTAL CLAIMS: $69,084.39.

Camp Guernsey Back Brief:  C. Bartel reported that due to a paperwork matter the land swap project will be pushed off approximately 8 months.

Special Liquor Permit:  CM Delgado motioned to approve a request by the VFW to obtain a special liquor permit for a wedding that will take place onsite October 26, 2021. The motion was seconded by CM Kelley; the motion carried with 4 ayes.

Police Vehicle Financing Bid: CM Delgado motioned to accept the bid offered by Banner Capital Bank for the financing of four (4) police vehicles. Mayor Paustian will serve as signatory for the financing. The motion was seconded by CM Harris. The motion carried with 4 ayes. 

Water Transmission Pipeline contract:  CM Delgado motioned to table this item of business in order to allow more time for review, seconded by CM Kelley. The motion carried with 4 ayes.

Public Comment: P. Wells made commentary regarding annual publishing of the town budget and employee salaries, the enforcement of town policies, codes and ordinances, and conduct standards listed in the personnel manual. Comments brought forth by J. Michaels and R. Ibarra related to covenants and zoning in the Haynes subdivision, processes for building permits and variance requests, and department head reports at council meetings. PT Mayor Augustyn assured the assembly that these issues are currently in the forefront of the council’s consideration. 

A. Pulos inquired about the approach to time restrictions for public comments. CM Delgado responded informing that the mayor has discretion in setting meeting protocols. J. Michaels brought attention to a letter to the editor in the October 5 edition of the Guernsey Gazette. The Guernsey Community Food Pantry is participating in the We Care Program through Lynn’s Superfoods. Residents may collect cash register receipts from purchases at the grocery store and return them to either the Food Pantry or the store to earn support for the pantry.  

Department Reports: J. Michaels suggested that businesses in the Haynes sub-division may put pressure on the timeline to implement a plan to address electrical concerns there. Mayor Paustian will follow up with M. Allred and M. Montgomery to determine the status of the estimate to replace the system.

Mayor and Council Report: There were no reports from the Mayor or Council Members.

Executive Session: At 6:28 pm a motion was made by CM Harris and seconded by CM Delgado to adjourn to Executive Session. The motion carried with 4 ayes. 

Regular Meeting Resumed: At 7:02 pm, council convened to regular session. CM Delgado motioned that PT Mayor Augustyn will meet with Mayor Paustian to convey personnel issues discussed.  CM Harris seconded.  Motion carried with 4 ayes.

Adjournment: With no further business, PT Mayor Augustyn called for a motion to adjourn. CM Delgado motioned to adjourn the meeting, seconded by CM Harris. The motion carried with 4 ayes. The meeting adjourned at 7:03 pm.
