Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Harris moved to approve the agenda as presented, seconded by CM Kelley. A vote was taken, and the motion carried with 5 ayes.
Minutes: CM Kelley moved to approve the regular minutes for January 19, 2021, as presented, seconded by CM Augustyn. A vote was taken, and the motion carried with 5 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Augustyn moved to approve the Considerations of Claims for $109,348.79 seconded by CM Delgado. A vote was taken, and the motion carried with 5 ayes. Vouchers follow in entirety: ADTS – 110.00, BDO – 3500.00, BHE – 1557.56, CenturyLink – 1150.23, Frank Jones, Attorney at Law – 3656.79, Galls – 63.35, Holtz – 70.00, Howshar Hardware – 85.01, Intrado Interactive Service Corp – 1627.50, Knife River Corp – 190.70, Mobius Communications 451.23, Mosley – 440.00, Platt County Chamber of Commerce – 2927.50, Reserve Acct – 150.00, TDS Collection Services – 25143.46, Wyoming Dept of Agriculture – 40.00, Wyoming Water Association – 250.00, Payroll – 29538.40, Taxes & Benefits – 38397.06, Total Vouchers – $109,348.79.
Camp Guernsey Back Brief: Camp Guernsey will have a field artillery exercise in June and it will be smaller in scale than originally expected. July is looking to be busy. The WYMD has started giving soldiers and technicians COVID-19 shots.

Department Reports: Mayor Paustian read Mike Montgomery’s report for all of the Public Works Departments. Mayor Paustian said to let Town Hall know of street issues or street lights are out and the office staff will put in a work order to get it fixed. For the Municipal Court, Judge Conner handled 35 cases, disposed of 20, carried over 15, and collected $2,743.00 in revenue for January. Kate Farmer informed the council that the audit is almost complete, they are waiting on a few more verification vendors for loans. She included the reconciliation reports for January in the packet. She relayed that the loan contract for the landfill cap is at the AG’s office. The council said that they would like to take $24,329.00 out of the General Fund and create the Landfill Cap fund as required by the Office of State Lands and Investment. Kate will have the resolution to create the new account at the February 16th meeting. She informed the council that the deadline for the Water Transmission Pipeline engineering bids will be on February 17th at 2 pm. CM Delgado, CM Kelley, and CM Harris have volunteered to help Matt and Kate score the engineers for the project. The engineers will be in charge of the design, bid, build of the entire pipeline. Kate will continue to manage the revenue and expenses for the project through the 6th penny tax and the grant through the Wyoming Water Development Office. February 15-19, 2021, Chief Smith will be in Douglas at FTO training. He has asked the council if he can attend the Interview and Interrogation school for $400 in Las Vegas March 9-10, 2021. The Town would only have to pay for the school and Chief Smith would cover travel and lodging on his dime.
Mayor and Council Report: CM Augustyn asked about the crosswalks with WyDot and if we have had any correspondence. A citizen had text Kate Farmer about upping the patrol in the afternoon around the highway as more children are walking/riding to and from school with the nicer weather. CM Delgado said there are people parking on the yellow at the corners around the school and you cannot see around them. Chief Smith said they will put a warning on vehicles and let them know that they are parking in the no parking area on the street.

Executive Session: CM Augustyn moved to go into executive session for personnel at 6:30 pm, seconded by CM Kelley. A vote was taken and the motion carried with 5 ayes. Council returned to regular session with no decisions made at 7:09 pm with a motion by CM Harris and seconded by CM Augustyn. A vote was taken and the motion carried with 5 ayes
Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Harris moved to adjourn the meeting at 7:10 pm, seconded by CM Augustyn. A vote was taken, and the motion carried with 5 ayes.
