Mayor Paustian called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Kelley moved to approve the agenda as written, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
Minutes: CM Augustyn moved to approve the regular minutes for September 3, 2019, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
Consideration of Claims: Mayor Paustian presented the vouchers for approval. CM Whitworth moved to approve the Considerations of Claims in the amount of $175,901.73, seconded by CM Kelley. Vote taken and motion carried with 5 ayes. Ordinance 2019-005 – Electric Rates: CM Harris moved to approved Ordinance 2019-005 – Electric Rates on second reading, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes. Ordinance follows in title only: AN ORDINANCE AMENDING ORDINANCE 2017-01; ESTABLISHING RATES FOR ELECTRICAL SERVICE FOR THE TOWN OF GUERNSEY.
Ordinance 2019-006 – Liquor Laws: CM Whitworth moved to approved Ordinance 2019-006 – Liquor Laws on second reading, seconded by CM Augustyn. Vote taken and motion carried with 5 ayes. Ordinance follows in title only: AN ORDIANANCE FOR THE PURPOSE OF AMENDING TITLE 2 CHAPTER 2-1-20 ALCOHOLIC BEVERAGES OF THE TOWN OF GUERNSEY, WYOMING
Ordinance 2019-007 – Fire Lanes: CM Whitworth moved to approve Ordinance 2019-007 – Fire Lanes on first ready, seconded by CM Augustyn. Vote taken and motion carried with 5 ayes. Ordinance follows in title only: AN ORDINANCE ESTABLISHING FIRE LANES WITHIN THE TOWN OF GUERNSEY.
Public Comment: Shawna Reichardt the new Executive Director for the Chamber of Commerce. She wants to see more things happening in Guernsey and that is her personal goal. Oktoberfest is September 26th from 5 to 8:30 pm. There will be free brats, hot dogs and a ninja warrior course. There will be a retirement party for Kit Armour soon. There is conversation of combining the Chamber, Platte County Economic Development and Platte County Main Street. They will be visiting Goshen County and Converse County umbrella entities.
Department Reports: RRTC of Colorado was the low bid for the Rail Spur Expansion for $256,987.00. CM Augustyn moved to award the contract to RRTC of Colorado in the amount of $256,987.00, seconded by CM Kelley. Vote taken and motion carried with 5 ayes. Joe Michaels will be going to Powell for the monthly WMPA meeting. Kate reported that all the vehicles were sold through Public Surplus. The Police Department received a grant from WASCOP for underage drinking for $3,948.00. Dana Lent has been hired as the Town Attorney and will be at our first meeting in October.
Mayor and Council Reports: Mayor Paustian said we had a great meeting out at the Guard Camp with General Porter. We met with environmental and got the go to burn with some suggestions.
Announcements: Guernsey Economic Development Meeting – 10/8 @ FSB 5:30 pm, Police Meet & Greet – 10/24 @ FSB 6:30- 8pm
Adjournment: With no further business to come before the Council, Mayor Paustian called for a motion to adjourn. CM Harris moved to adjourn the meeting at 6:26 pm, seconded by CM Whitworth. Vote taken, and motion carried with 5 ayes.
