PUBLIC NOTICE

The Army National Guard (ARNG) and the Wyoming Army National Guard (WYARNG) recognize the importance of stakeholder participation and community outreach regarding the Military Munitions Response Program (MMRP) at the former Hartville Uplift Artillery Range.

First-hand accounts indicate the Army National Guard trained with 105 millimeter (mm) and 76mm high explosive and practice rounds at the historical Hartville Uplift Artillery Range (off the northeast corner of Camp Guernsey). Training occurred in the Van and West Draws. These types of munitions may pose an explosive safety hazard.  Based on this result, the ARNG determined that there is potential for munitions to be present at the historical Hartville Uplift Artillery Range.

As part of this MMRP project, the ARNG is soliciting interest in the establishment of a Restoration Advisory Board (RAB) to provide expanded opportunities for stakeholder relations and two-way communication between the ARNG and community.

The RAB is intended to include members who represent the diverse interests of the local community. The RAB will be asked to review and comment on documents relating to the ongoing restoration activities at the Hartville Uplift Artillery Range. Members will be expected to serve as a voluntary liaison between the RAB and community members, and be available to meet with community members and/or other interested parties. The RAB meetings will be open to the public.

Interested persons must be local residents of Guernsey, Platte, and Goshen counties. Members will be expected to serve a 2-year term, attend RAB meetings regularly, and determine the frequency/location of their meetings.  Interest from at least 50 local residents, is necessary to establish a RAB.

If you are interested in the establishment of a RAB and participating, contact MAJ Sabrina Kirkpatrick, WYARNG Environmental Program Manger at 307-772-5066; Sabrina.m.kirkpatrick.mil@mail.mil  or LTC James C. Crowley, Branch Chief, Cleanup and Restoration, Army National Guard Headquarters at 703-601-7785; James.C.Crowley.mil@mail.mil .  Notification of interest must be received no later than 30 days from the date of publication of this notice.

Public Notice No. 1783. To be published in the Guernsey Gazette on February 5, and 12, 2019.
