Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Harris moved to approve the agenda, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
Minutes: CM Whitworthmoved to approve the minutes as presented, seconded by CM Kelley. Vote taken and motion carried with 5 ayes.
Consideration of Claims: Mayor Delgado presented the vouchers to approval. CM Martinez moved to approve the Considerations of Claims in the amount of $175,776.91, seconded by CM Kelley. Vote taken and motion carried with 5 ayes. Tri City Proposal to run Swimming Pool: Lori Ibarra and Brandi McCoid are proposing to help operate the Guernsey Swimming Pool. People from Wheatland had come to Guernsey to use the pool and it was closed. Tri City feels that they have operated large community events successfully. The Town would still be responsible for all funds to keep the pool up and running. The Mayor said that the Council would look over the proposal and submit some questions to Tri City before the next Council meeting.
National School Breakfast Week Proclamation:Mayor Delgado proclaimed that March 5-9, 2018 as National School Breakfast Week. Dawndrea Daly invited the Council on March 7, 2018 to come breakfast at 7:40 am and eat with the children.
Public Comments:Geraldine Delgado thanked the Council for accepting the proposal from Tri City Parks and Recreation and encouraged them to give it some more thought. Principal Suppes thanked the Council for taking the time to proclaim the National School Breakfast Week. Brandi McCoid read a letter from Cheryl Deuel regarding the Pool.
Department Reports: Chief McGuire reported 290 calls for service in January. Sarah Cowan presented her report to the Council. Mike Montgomery presented his report to the Council. Joe Michaels reported that WMPA has seen the load go up with the cold temperatures. They have been selling surplus energy on the market. Basin is going to take down unit 2 at Laramie River and do the non-selective catalytic option. Lion’s Club is looking at trying to continue the backpack program through the summer and that couldn’t be done without Hub City. Kate Farmer presented her report to the Council.
Mayor& Council Reports:CM Martinez thanked the maintenance for getting out and plowing the streets, he has heard some good comments about the hard work they’ve been putting in. Mayor Delgado wished the Viking Basketball Teams good luck at the regional tournament.

Adjournment: With no further business to come before the Council, Mayor Delgado called for a motion to adjourn. CM Kelley moved to adjourn the meeting at 6:50pm, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
