Mayor Delgado called the meeting to order at 6:00 pm. The assembly joined in the Pledge of Allegiance and was welcomed to the meeting.
Agenda: CM Harris moved to approve the agenda, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.

Minutes: CM Martinez moved to approve the minutes as presented, seconded by CM Kelley. Vote taken and motion carried with 5 ayes.
Consideration of Claims: Mayor Delgado presented the vouchers to approval. CM Kelley moved to approve the Considerations of Claims in the amount of $343,824.51, seconded by CM Harris. Vote taken and motion carried with 5 ayes. Ordinance 2017-005 Second Reading – Nuisance Dogs: CM Harris moved to approve Ordinance 2017-005 – Nuisance Dog, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes. Ordinance follows in title only: AN ORDINANCE AMENDING ORDINANCE No. 08-07-005 ANIMAL CONTROL, PROVIDING A DEFINITION OF A NUISANCE DOG AND PROHIBITING NUISANCE DOGS WITHIN THE TOWN OF GUERNSEY.
Ordinance 2017-006 Second Reading – Animal at Large: CM Whitworth moved to approve Ordinance 2017-006 – Animal At Large, seconded by CM Harris. Vote taken and motion carried with 5 ayes. Ordinance follows in title only: AN ORDINANCE AMENDING ORDINANCE No. (1987 CODE § 4-5) ANIMAL CONTROL, ANIMAL AT LARGE, WITHIN THE TOWN OF GUERNSEY.
Ordinance 2017-007 Second Reading – Declaration of a Nuisance: CM Harris moved to approve Ordinance 2017-006 on Second Reading, seconded by CM Kelley. Vote taken and motion carried with 4 ayes. Ordinance follows in title only: AN ORDINANCE AMENDING ORDINANCE No. 02-10-003, 1-2-2002 DECLARATION OF A NUISANCE; WRITTEN NOTICE.
Recycling Center – Tyler Mills: Tyler Mills spoke to the Council about starting a recycling center in Guernsey. He would like to work with the town to provide the recycling services for the community. He has contact WYCO Transfer station to get costs of renting a baler and trailer. Pamela McClure told Tyler to get a hold of Camp Guernsey about possible recycling options that the Camp may need. The Council asked Tyler to get a cost-benefit analysis put together and come back to the Council.
Public Comments: Pamela McClure came to the Council to speak about a large water bill. She hired a plumber to come and look at the sprinkler system. It did not show signs of leaking. The maintenance crew checked the meter and did multiple rereads to make sure the reading was correct. Pamela put some numbers together for the Council to look at. The Council said they would look into it and let her know after the next Council meeting on their decision.
Department Reports: Matt Allred spoke to the Council about nuisance letters going out about weeds.
Mayor & Council Reports: Mayor Delgado requested a Special Meeting for RV Parking on public streets and the Future of the Rodeo Grounds. The meeting will be on August 8, 2017 at 6 pm in the Council Chambers. CM Harris and Martinez complimented the Town crew on their hard work getting ready for the Fourth of July celebration. Lots of compliments were made throughout the community. CM Kelley would like to look into cleaning up the rodeo grounds arena area and making it a useful space for our community. There are people interested in buying the pipe and the Glendo Rodeo Club would take the pipe as well.
Announcements: Community Eclipse Forum – 7/11 @ 6pm @ FSB Conference Room, Hank Cramer & The Cramers in Concert – 7/13, BFG Movie in the Park – 7/21, Timberline @ Party in the Park – 7/27, Special Meeting for RV Parking & Rodeo Grounds – 8/8 @ 6pm.
Executive Session: CM Kelley moved to go into Executive Session after a short break, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes. The Council reconvened into regular session at 7:17 pm. CM Martinez moved to change the pool hours on Tuesdays and Thursdays to noon to 6 pm, seconded by CM Whitworth. Vote taken and motion carried with 5 ayes.
Adjournment: With no further business to come before the Council, Mayor Delgado called for a motion to adjourn. CM Whitworth moved to adjourn the meeting at 7:19pm, seconded by CM Harris. Vote taken and motion carried with 5 ayes.
